If you do residential work in California, JA8 is the acronym that decides whether a light source is allowed in a new home. It shows up on inspection checklists and product labels, and it trips up contractors because it sits at the intersection of three different regulations. This guide explains what JA8 is, the exact performance a source has to hit, where it is required, and how it relates to Title 20 and Title 24.

What JA8 is

JA8 is Joint Reference Appendix 8 of California's Title 24, Part 6 (the Building Energy Efficiency Standards, also called the Energy Code). Its full name is "Qualification Requirements for High Luminous Efficacy Light Sources." In plain terms, JA8 is the performance bar a lamp or light source has to clear to count as high efficacy under the Energy Code. A source that meets it is certified and marked accordingly, and that marking is what an inspector looks for.

JA8 vs Title 20 vs Title 24

These three get tangled together constantly. Here is how they divide up:

  • Title 20 is California's Appliance Efficiency Regulations. It governs which lamps can be sold or offered for sale in the state, regardless of building type. It is about the product on the shelf.
  • Title 24, Part 6 is the building Energy Code. It applies to permitted new construction, additions, and alterations, and it requires the light sources installed in those projects to be high efficacy at inspection.
  • JA8 is the appendix inside Title 24 that defines what high efficacy actually means. Title 24 points to JA8 for the criteria.

So Title 20 controls the market, Title 24 controls the building, and JA8 is the yardstick Title 24 uses.

The JA8 performance requirements

To carry the JA8 marking, a residential high-efficacy light source has to meet all of the following, per the criteria in the Energy Code Ace / CEC fact sheet:

  • Efficacy: at least 45 lumens per watt.
  • Color rendering: CRI of 90 or higher, with R9 (deep red) of 50 or higher.
  • Color temperature: 4000K or lower.
  • Power factor: 0.9 or higher.
  • Start time: reaches full light in 0.5 seconds or less.
  • Rated life: at least 15,000 hours.
  • Dimming: dims to 10%, and is compatible with forward-phase, reverse-phase, powerline-carrier, or 0-10VDC dimming controls.
  • Flicker: meets the low-flicker requirements of Joint Reference Appendix JA10.
  • Audible noise: 24 dBA or lower.

That CRI 90 and 4000K ceiling is why JA8 residential lighting looks and feels different from a warehouse full of 5000K high-bays. It is deliberately warmer and higher-quality. The label: JA8-2022 and the -E suffix

Certified sources are marked with the appendix and edition, such as "JA8-2022" (earlier editions read JA8-2016 or JA8-2019). A suffix matters:

  • -E (for example, JA8-2022-E): the source also passed the Elevated Temperature Life Test, which qualifies it for use in enclosed fixtures. Recessed cans run hot, so recessed downlights need the -E rating.

Lamps can be purchased separately from the fixture, but the JA8-marked lamp has to be installed before the building inspection.

Where JA8 is required

Under the 2022 Energy Code, all permanently installed luminaires in these projects had to be high efficacy: new single-family homes, accessory dwelling units (ADUs), townhouses, dwelling units of multifamily buildings, and hotel and motel guest rooms. A few points that catch people:

  • It applies to permitted new construction, additions, and alterations. Simply swapping a bulb in an existing home is not a JA8 trigger.
  • Recessed downlights must be JA8-labeled, and in new construction and permitted alterations, recessed fixtures are not allowed to have screw-based (Edison) sockets. The high-efficacy source has to be integral or pin-based so it cannot be swapped out for a non-compliant bulb later.
  • Outdoor LED light sources are exempt from JA8 (though other outdoor controls still apply).

Important: check your code cycle

California updates the Energy Code every three years. The 2025 Energy Code took effect January 1, 2026, and it is the cycle that applies to permits pulled on or after that date. It carried the high-efficacy framework forward and updated several residential lighting-control requirements. The JA8 performance criteria above are the established qualification bar that carried through the 2016 to 2022 editions, but before you spec or inspect, confirm the exact criteria and the marking accepted for your permit date against the current code and the California Energy Commission product database (MAEDbS).
